City Council Opposes NISP Proposal

Vote Ends Vacillation on Issue

The Fort Collins City Council voted on August 5 to oppose the Northern Integrated Supply Project. This position was a change from the Council’s formerly more neutral stance.

The City Council also endorsed comments from the city staff that expressed reservations with NISP’s proposed Poudre intake pipeline upstream of the Mulberry Water Reclamation Facility.

The choices in the Council's resolution on the NISP proposal ranged from (listed most neutral to most outspoken):

“Cannot Support This Version of NISP”

“Cannot Support and Oppose Use of Natural Areas”

“Oppose”

“Oppose and Oppose Use of Natural Areas.”

The Council voted 5-1 for the last option “Oppose and Oppose Use of Natural Areas”. The lone “No” vote on the final choice of the Council was from council member Ken Summers. Mayor pro-tem Kristin Stephens was absent.

Comments on the NISP Project

Mike Foote - Lawyer, No Pipe Dream

"NISP is not inevitable. Just because Northern Water has been working on this for 20 years does not mean it came out right  Plans are full of deficiencies even after so many years of study and review.- Mike Foote, No Pipe Dream Attorney. (Quoted in the Coloradoan and local radio.)

Gary Wockner PhD - Save the Poudre

Warned tapping the river would turn it into a "muddy, stinking ditch through Fort Collins, significantly reducing flow through city's downtown.(Quoted in the Coloradoan)

Tom Sale - Colorado State University Engineering Professor

Criticized the location of Glade reservoir: slated to be built over two fault lines as well as water-soluble rock and had a high risk of failure.(Coloradoan)

Gary Wockner PhD - Save the Poudre

"Any decision about NISP shouid reflect the future of the County, not the past." (Quote from Save the Poudre website)
